BACKGROUND
In 1991, Ljubljana became the capital of the new independent nation state of Slovenia. Since then, Slovenia joined the EU and NATO. In 2007, the country adopted the Euro; in 2008, it presided over the European Union. Slovenia is part of the European infrastructural network (TEN), with Ljubljana at the intersection of the 5th and 10th main routes of the pan-European transportation corridors. With economic growth above EU average since its independence and comparatively unscathed by the latest events in the global financial markets, Slovenia is well positioned for the future.
OPPORTUNITY
The masterplan area Smartinska Partnership, located between the city center, the central passenger terminal and the highway ring, offers a unique opportunity to define the future identity of the city. On 230 ha, the masterplan scenario ?government city? envisions a possible 1.5 million sqm built over the next 25 years with the aim of complementing the existing city center with a new center with all urban amenities turning Ljubljana into a true capital for the 21st century.
AIM
The aim of the masterplan is to determine the planning guidelines and determinants of future development in order to transform the predominantly introverted, closed and environmentally burdening urban area of former industrial and manufacturing complexes and logistics terminals into a vital, intensive and programmatically rich urban place. In order to achieve this aim, comprehensive urban, economic, ecological and social transformations of the area are proposed. In addition, city and state will need to adopt flanking measures regarding local and regional transport, economic development or location marketing.
The goal of the masterplan is also to design and improve the programmatic identity of the area, devise the visual image of the area, design public space that is programmatically rich, well-designed and accessible, improve connections between the area with the city and region and to create a healthy human and nature friendly environment, which will respect ecology and energy efficiency.
PROCESS
The masterplan was chosen as the first prize in an international competition ?Smartinska Partnership? held in summer of 2008. Subsequently, it has been developed further in collaboration with all the stakeholders and an enlarged team of consultants. It will be used as the professional basis for the adoption of the new Strategic Spatial Plan (SPN), Implementation Spatial Plan (IPN) and the Detailed Municipal Spatial Plans (OPPN) of the Municipality of Ljubljana. It is proposed that a project management office will act as a caretaker of the masterplan, executing the strategy, supervising the planning process and implementing the business case.
STAKEHOLDERS
The masterplan has been commissioned by a public private partnership (PPP) consisting of MoL and the following private landowners: Blagovno trgovinski center BTC, Droga Kolinska ?ivilska industrija, Euromarkt, Gradis IPGI, Jata Emona, Kolosej kinematografi, MNP nepremicninski projekti, Strenia, Velana and ?ito.
It has been prepared by an interdisciplinary and international team assembled and coordinated by Hosoya Schaefer Architects AG based on their winning competition proposal.
MASTERPLAN
The masterplan integrates spatial layout, traffic, landscape and town planning with financial strategy and measures for sustainability. This document attempts to reflect this integrated approach and is accompanied by additional specialists reports with more background and detail information.
